University of Pennsylvania International Undergraduate Need-Based Financial Aid — 2027–28

University of Pennsylvania · United States

Key points before applying

  • Aid is not guaranteed. Admission is need-aware for international applicants; if admitted with aid, Penn meets 100% of Penn-assessed demonstrated need.
  • Request need-based aid in your original admission application — it cannot be newly requested after admission.
  • International classification, admission and aid are each evaluated individually; no nationality qualifies automatically.
  • SAT or ACT normally required; a case-by-case hardship waiver may be possible (not guaranteed). GRE not needed.

First-year Fall 2027 deadlines

  • Early Decision (binding): apply by 1 Nov 2026; financial-aid documents by 6 Nov 2026.
  • Regular Decision: apply by 5 Jan 2027; financial-aid documents — 1 Feb 2027 is a safe earlier target, 5 Feb 2027 for an aid letter alongside the admission decision.
  • Late financial documents still receive full consideration if aid was requested with the original application, but the award may be delayed.
  • Exact times not confirmed — check the official Penn pages.

UNIVERSITY OF PENNSYLVANIA — 2027–28 NEED-BASED INTERNATIONAL UNDERGRADUATE AID. Eligible international students who request institutional aid WHEN THEY FIRST APPLY for undergraduate admission and are ADMITTED WITH A FINANCIAL AID PACKAGE receive grant/scholarship and possible work-study support designed to meet 100% of THEIR DEMONSTRATED FINANCIAL NEED AS CALCULATED BY PENN. THIS IS NOT A MERIT SCHOLARSHIP, NOT A FIXED CASH AWARD, AND NOT A GUARANTEED FULL COST OF ATTENDANCE PACKAGE FOR EVERY ADMITTED INTERNATIONAL STUDENT. Very-low-income applicants may receive substantial or even full assessed support; many candidates have a required family contribution, and applicable student work expectations. Penn says its initial institutional need-based aid packages contain no student loans, subject to current financial policies; this does NOT imply that borrowing is impossible outside Penn's aid package. Penn's cost of attendance incorporates academic charges, housing, meals and other assessed expenses; degree of actual coverage depends on financial NEED and individual award. Books, airfare, international travel, visa costs, health insurance and application fees are NOT separately GUARANTEED fully paid benefits; only mark tuition, accommodation and meals as potentially included when supported by an individual's need assessment. Aid eligibility may continue for up to eight semesters / four undergraduate years IF student enters with aid eligibility, submits required annual documentation and Penn confirms ongoing aid; not available retroactively to international students who did not request aid at initial admission. Penn is NEED-AWARE for international applicants, so many academically qualified needy applicants are not admitted. Crucially, declare need in the ADMISSION application. Aid docs: CSS Profile Penn code 2933 (2026-27 form opens October 1 2026), parental income/tax/earning statement, original+English translation for non-English tax documentation and USD conversions, and any Non-Tax Filer or Non-Custodial forms when required. Use Penn SECURE DOCUMENT SUBMISSION PORTAL. Penn does NOT take College Board IDOC or unprotected email for financial records. A $75 undergraduate admission application fee is listed, with a financial-need FEE WAIVER REQUEST option through Common App or Coalition in the fee-waiver section. Penn normally requires SAT OR ACT, but hardship waivers can be requested (not blanket test optional); GRE NOT an undergraduate requirement. Penn English proficiency testing is exempt if ENGLISH IS NATIVE LANGUAGE OR PRIMARY LANGUAGE OF INSTRUCTION FOR >=3 YEARS by the time of enrolment; otherwise TOEFL/IELTS Academic/Duolingo required. Exemption not based on Ghanaian nationality alone. UNIVERSITY OF PENNSYLVANIA (PENN) FALL 2027 / ACADEMIC YEAR 2027–28 — DIFFERENT ADMISSIONS AND FINANCIAL AID DEADLINES. Academic-year first-year ADMISSION: Early Decision (BINDING) NOVEMBER 1, 2026; Regular Decision JANUARY 5, 2027 (the PRIMARY application_deadline on this scholarship record). For students needing aid, they MUST explicitly REQUEST INSTITUTIONAL FINANCIAL AID WHILE COMPLETING THEIR FIRST ORIGINAL PENN ADMISSION APPLICATION — NOT after admission. Penn international aid page says aid requests first made after admission CANNOT BE CONSIDERED, even though FINANCIAL PAPERWORK may arrive later. FINANCIAL AID MATERIALS: Penn first-year admissions application requirements page lists EARLY DECISION NOV 6 2026 and REGULAR DECISION FEB 1 2027 for financial aid materials; the official detailed 2027-28 International Students Aid Checklist separately lists NOV 6 2026 Early Decision and FEB 5 2027 Regular Decision as dates to receive a FINANCIAL AID AWARD LETTER WHEN THE ADMISSION DECISION ARRIVES. For an undergraduate Regular Decision international applicant, safest advised TARGET is FEB 1 2027 for full CSS PROFILE plus earnings/tax documents; the FEB 5, 2027 international checklist date is specifically for aid-letter timing, NOT an admissions deadline. Important: the official 2027-28 checklist SAYS financial materials submitted later are still given FULL AND FAIR CONSIDERATION for financial aid, with the consequence that an aid award may arrive later; the key NON-NEGOTIABLE rule is the INITIAL financial aid request made WITH the admissions application. The same international checklist provides MAY 1, 2027 for Regular Decision financial-aid award before July billing, and January 15 2027 for Early Decision aid letter ahead of billing. QuestBridge aid checklist OCT 30 2026 for award letter at admission, JAN 15 2027 before billing (QuestBridge routes have their own eligibility; not automatically available to all Ghanaian students). TRANSFER admission March 15 2027, separate international aid checklist April 12 2027 for transfer award letters, but this main matching record targets first-year FALL 2027 UNDERGRADUATE applicants. No Penn source states a special admissions deadline of FEB 1 or FEB 5, 2027. Penn's pages don't state an exact closing hour or timezone; submit ahead of all applicable dates. How to Apply

Admission with funding consideration

  1. Read Penn’s official first-year instructions and apply for Fall 2027 through ONE platform: Common App or Coalition.
  2. Choose your round: Early Decision (binding) by 1 November 2026, or Regular Decision by 5 January 2027. Exact submission times are not confirmed.
  3. Request Penn international need-based aid in your ORIGINAL admission application — it cannot first be requested after admission.
  4. Separately submit the CSS Profile (Penn code 2933) and family financial documents through Penn’s instructions and secure document portal — not College Board IDOC or ordinary email. Aid document dates differ from admission dates: Early Decision 6 November 2026; Regular Decision 1 February 2027 (safe earlier target) or 5 February 2027 (to receive an aid letter with your decision). Later documents can still be considered if aid was requested on time.
  5. SAT or ACT is normally needed; you may request a case-by-case hardship waiver (not guaranteed). An English test may be waived only for native English speakers or after 3+ years of English-medium education by enrolment — not Ghanaian citizenship alone.
